China-Pakistan Cross-Border Fiber Optic Project

The China-Pakistan Fiber Optic Cable Project is an 820 km optical fiber line connecting Khunjerab Pass on the China-Pakistan border to Rawalpindi. Initiated under the China-Pakistan Economic Corridor (CPEC), the project was financed with a $44 million concessional loan from China and implemented by Huawei Technologies. Construction began in 2015, with groundbreaking in Gilgit in May 2016, and the project was completed and inaugurated in July 2018 by Prime Minister Nasirul Mulk . The cable traverses Gilgit-Baltistan (466.54 km), Khyber Pakhtunkhwa (287.66 km), Punjab (47.56 km), and Islamabad Capital Territory (18.2 km), with plans to extend to Gwadar and Karachi, forming a north-south digital corridor . This project provides Pakistan with an alternative international gateway, reducing reliance on undersea cables near Karachi, improving latency, cybersecurity, and redundancy, and supporting 3G/4G services in northern areas .

Nationwide Fiber Optic Expansion Plan

Pakistan currently has 211,000 km of fiber optic networks, which is insufficient for its digital transformation needs. The government has launched a five-year expansion plan focusing on:

  • Attracting over $2 billion in private investment through public-private partnerships
  • Standardizing nationwide right-of-way approvals to reduce deployment timelines by 40%
  • Mandating infrastructure sharing among operators
  • Incentivizing local manufacturing of fiber optic components to reduce import dependency by 30%
  • Addressing the urban-rural digital divide by allocating 15% of urban project profits to subsidize rural construction The plan is expected to drive 7.2% growth in the ICT sector and create 80,000 jobs in the first year, with a dedicated management office overseeing implementation .

Digital Silk Road and Future Connectivity

As part of the Digital Silk Road, Pakistan is integrating cross-border fiber networks with smart city infrastructure, e-commerce logistics, and data centers. Chinese and Pakistani firms are investing in Tier-3 and Tier-4 data centers in Karachi, Lahore, and Islamabad to support cloud computing, AI, and business analytics. Phase II of the cross-border cable will extend connectivity to Gwadar and Karachi, completing a north-south digital corridor and strengthening Pakistan's role in global data flows .
